APS Foundation Statement of Intent

The purpose for the establishment of the Andy Paul Sanchez Foundation, called the APS Foundation, is to continue the work of Andy Paul Sanchez by providing post high schools scholarships for deserving “financially in need” senior class scholars and athletes as designated by high school athletic coaches, athletic directors, guidance counselors, and administrators. These scholarships shall be awarded to individuals deemed as most qualified by the Board of directors of the Foundation. The scholarship recipients shall meet the qualifying criteria as outlined below.  Scholarships shall be awarded yearly and the number and amounts shall be determined by the Board based on the success of the fund raising activities of the Foundation. Further, the Foundation shall promote and endeavor to insure that a full range of quality sports programs are available to students.

The candidates for scholarships shall be students and athletes who best exhibit those attributes which Andy Sanchez personified: good citizenship, achievement, ability, and humility. The candidates shall complete and submit a scholarship application, and all scholarships will be awarded to the winning individuals, after supplying proof of registration in a full time (12 units or more) college level institution or acceptance into a recognized trade school  or other post high school program. The qualifying authenticity of the institution will be determined by the Board. Applications by both individuals and athletic entities shall be accepted by the Board between March 1 and no later than August 1 of each calendar year.

Students selected for scholarships must have achieved no less than a 2.5 (C+) GPA in their school work. All individual applicants shall submit a official GPA report from their school and a written essay of at least 500 words outlining their achievements in scholarship, school activities, community service, intended continuing scholastic goals, athletic accomplishments, and any other information that describes the  applicant’s worthiness. There shall also be submitted at least three (3) accompanying letters of support from teachers, community leaders, family members , or others as to character and ability of the applicant

Athletic entities (such as Pop Warner Football, Little League Baseball, USSF or AYSO  Soccer, etc.) who petition the APS Foundation for financial support shall also make application between March 1 and August 1 of each calendar year. These applications shall include written statements of accomplishments and goals of the organization and include names of responsible individuals who belong to the organization and their relationship and responsibilities to the group. There shall also be a listing of the number of participating players and the stated intended accomplishments of the organization to benefit the youth of San Diego.

The awarding of individual scholarships or stipends shall be at the discretion of the Board of Directors. Additional substantiating information may be requested from the applicants by the Board to determine or clarify any information that was previously submitted. All scholarship awards shall be posted on the APS Foundation website and a written letter shall be sent to all applicants, after the final determinations are made by the Board, thanking the applicants for their participation.

The awarded scholarships are to offset the cost of tuition, books, or other school related expenses. A listing of the expenses shall be provided to the Board for its review and approval prior to any moneys being dispersed to the recipients. The scholarships shall be utilized up to a maximum of one (1) year from the award date. Appeals may be tendered to the Board for its consideration. If the entire award is not completely used in a single year time frame, then the Board shall consider extending the time frame upon receipt of a request from the recipient.  If the recipient does not actually attend the institution of higher learning to which they registered then the scholarship shall be rescinded and all moneys shall be returned to the Foundation’s general fund.  Any payment for tuition shall be made directly to the the institution of higher learning to which the recipient registered after receipt of the billing from that institution. All school related  expenses shall be reimbursed to the recipient following the submission to the Board of proper receipts  listing the name of the school, company, or related store for which the school related item was purchased. If a scholarship is not properly claimed within one (1) year of the award date, then the funds allocated shall be returned to the Foundation’s general fund for utilization by another deserving applicant. The Board shall be the sole judge of the legitimacy and appropriateness of submitted receipts, etc.

The APS Foundation is a tax deductible charity non-profit public benefit corporation EID Number 27-1167176  effective October 1, 2009
